The typical order here is a set: framed screens on the windows and a hinged one with a closer on the yard door. That door is walked through constantly, and without a closer it gets left open, at which point the screen is pointless.

Second: the yards are planted and irrigated. In a dry climate it is precisely the irrigation that holds the insects, and in the evening there are noticeably more of them by the greenery than out on the street.
